The vuvuzela makes a really loud noise which is so loud that it will blow players away. Closer players get pushed more heavily than players that are far away. The noise has a limited range and won't affect anything that is too far away. There must be a direct line between the target and the vuvuzela, otherwise, nothing will be pushed. Players that stand very close to the vuvuzela will also get confused (reserved controls), asleep players that stand close to it, will wake up. It does not make any damage. It ends your turn.

I discovered one funny thing: If you WOOT at player and this player is near water (but he didn't drown, "unfortunately"), in next turn, he wants to get out of water, but he is confused and he walks into water instead! I just was like ROFL when my friend died like that

I remember Tom&Jerry episode where Tom was stuck in the pipe, and unstucked by Jerry using some loud beeper, not Vuvuzela, but effect is like that!
