if your server is hosted on a real server:
• contact your hoster and ask for a new IP

if your server is hosted on your home network:
• contact your ISP and ask for a new IP
• or disconnect and reconnect your internet (if you have a dynamic IP)

there is a program called "bind" which can do this.
however I suggest you to contact the tech support of your server hoster (or read the FAQ if they have any)

having 254 IPs is rather uncommon though... (especially for a single person which does not even know how to use them...)

So... I need a command line like in hlds (Valve Counter-Strike 1.6 +ip IP) to host cs2d servers, can you help me ? Is there a command line like that?

no, you can't assign a IP to the CS2D server. I'm using a 3rd party networking library and I guess that it doesn't allow you to select the used IP. It just takes the default/first available IP I guess.

I think you have to use different ports for the server and to reroute the stuff somehow with a router/switch or whatever you are using in your network.
