he probably means by administrator in Windows.
go control panel and set your self administrator.
go control panel->users->user accounts,
select yourprofile, in there you will see something said "Administrator" or something(i dont know if you're using Vista or Windwos xp), set t to yourself

well actualy all the whole pc is remote controled by explorer.exe you dont need to use cmd and type somethiong like run C:\program files\counterstrike 2d\counter strike.exe
well it is really hard to explain you need to undestand it
the windws is a ctualy like cs2d server or better example it is like stranded 2 what was planed to suppoirt online but it does not so pc is same. There should be admins and users on it what can connect trrought inhternet but it was removed by microsoft or i am not sure. One day i was plyed with md and i typed one commands i am not sure what was name of that command it was 3 years and.. there was oppened one tab what was alowed me to shutdown any pc by just knowing the ip adress well i tried it but it doesnt worked and i thinked about that for long time. Than i get that it supposed to be a windows server waht was removed but not totaly.All the whole pc should be like one big server on what should be dadmins controling whole database of users but it was removed.
well it is so hard to explain sorry for misstakes or some misspsells. But it is hard to tell
