Okay, you need RP script and dedicated server... Well, dedicated server, you have to buy it.
RP script, go to search / FAQ and type in 'citylife mod' or something like that and look for one inf the file archive. is there dedicated server for free ? No, unfortunatly not. No decent server's are free. Try e-quality server hosting, www.servers.cs2d.nl . They have the best prices and best services if you ask me.
But there is always www.websoccing.com
I highly doubt they have a good up-time though.
