maybe your playing on a laptop? or have too much stuff on your computer, also avoid having programs on (bottom right corner) eg. skype, torrent.. etc

are you sure that you are using the latest version of the game? the bottom right corner of cs2d should say "b 0.1.1.9" in the main menu!
also check your firewall settings.

No he says he had 534 ping, means he probably joined a server and saw that he had high ping.

Sort by latency and see if and join the lowest pinged server. If you still lag then blame your isp.
