No, Hidden System files have a blue-name by default, so blue-named files in Windows can either mean it is compressed, or it's a system file you shouldn't be messing with. Paint.NET isn't a system file, so it must be compressed.

ah yes you are right it s only for windows, the windows installer icon in the first image shows thats its a window
