In the very moment when people can give bad votes they will start abusing. The almost only think you could do with a dislike button would be hating specific users.
I'd rather suggest a "thank you"- button on every comment, so people who post good comments would get some kind of reward for their posts. Additionally
a "thank you"- counter" at the user profiles would be nice, so you could see who posts many good/usefull comments and who doesn't.
