JoElH4Ck3rHe had an IP from Brazil. He probably found out a way to enforce that ghost player bug, I don't think it's anything to worry about. If you have set mp_maxclientsip to a reasonable number this can't clog up your server.
sv_usgnonly and ban his USGN id with banusgn. right >:)

No, just an idiot who wastes his and our time and causes damage by filling server slots and causing unnecessary traffic for no reason.
Anyway,if i would do that i would name it like a creepy pasta.
In the log found that he was connected with usgn 54670 and flood chat.
