Looks like this issue is probably you didn't updated your drivers and/or the DirectX.
If so, then update them, it should work, otherwise if the issue still persist post here.

Oh my good, that looks terrible! Look at the buttons of the background window - graphical artefacts!
The first thing you should do is to install the graphics card drivers for your internal GPU (inside your CPU chip)
For that, get Intel's Driver Update Utility and it will install the graphics drivers for you.
Next step: tell us which monitor do you use?

This pc is new, i buy it 1 week ago and i check my intel graphic update, i haven't uptade.

The fast way to make the game playable in fullscreen mode:
• Go to the CS2D folder
• Start "Launcher.exe"
• Set the resolution to 800x600
• Set Window Mode to Fullscreen
• Click "Create BAT-File for launching"
After that, you'll have to always start your game with the created "CS2D Custom Launch.bat"

The only way to fix the root of the problem is to finally tell me THE MODEL OF YOUR MONITOR, so we can proceed installing missing drivers, because your monitor driver is missing and that may be a part of the problem.
