if thne that means hackers are baning you or either theres a problem you have thats hard to understand!

you're better off going to the sys/bans.txt don't do anything else.
quit cs2d. start it again. done 
you should quit it, change/delete bans.lst and afterwards start it again.
GreatRit: it's bans.lst (lst for list) not bans.txt.
DC will make zero default next version bcoz its not 100% reliable
and i have a question, when u delete that bans list, does it re-creates itself again? or by deleting u mean just erase everything inside?
EDIT: if thats not the case, and u got perma banned from ur own server, then it can be fixed just like GreatRit and DC said, erase the contents of you banlist, however if u dont want to unban certain ppl u can just look out for ur expecific IP and only delete yours
Theres many sites that can show ur IP, google for "my IP"
