This is what I call, SELF EVALUATION!
Most of your ideas are PURE dumbness. Not to mention that you will never lead, or even, have any clan members. You're the best example of not to be a clan leader. Admit there are clans better then yours. I already did.
A: Something original. I wouldn't want a tag that has been overused. Needs to be unique.

A: A and/or C. Doesn't have to be 5 players exactly nor do they have to be active. I may kick those who are specifically causing the disruption. Help on the side is a big plus.

A: A. Practice makes perfect. Without participating in wars, how can you get better?

A: A, with a little tweak. Hacks are equal to an automatic ban in my view.

A: D. Best players don't always mean they will become the best leaders. Always best to have a leader with experience.

(never duel a BR clan if you know you're going to lose... or better: NEVER duel a BR clan anyway, because they will call you bitch/noob even don't knowing the meaning of both words, even losing or winning).

A: talk. you talk with him. he is saying that he will delete the hacks and if you see him again hacking then you kick him. you dont make it public and keep the silents.

Never would happen becouse if someone REALLY sucks I would kick him out. Even if it would happen, I would choose the 15 best people out of my clan.

Win or Lose, who cares? Maybe we even kick their ass so what? Lets make the best out of it, even when Im not sure I do question my clan-mates

on the one hand, I would ignore it, on the other.... Well I would speak to him to give him the last chance. If I ever would find out if he hacks again, I would totally kick his ass out of my clan but keep it quietly.

Get people to join. Means: Playing, playing, playing and kick ass. One time somebody joins after that even another few. Then the pro's come over....

Vote and take the 3 highest votes (depends on Clan size). Then I would let them battle and the WHOLE CLAN watch them. After that another Poll and then give the leadership to the guy having the most.
EDIT: Im not a clan leader. Newer was. But Who knows? maybe I create a clan one day.... mhmm.
2. I would have a International squad, recruiting players world wide. It adds up.
3. I would train my team, who would already be skilled and war them.
4. Talk to the member and see what's going on.
5. I wouldn't start a clan without any members, but represent it.
6. I would speak with the clan members and see what's going to happen.

I'm waiting for you to go ahead and answer the questions, clans are shit with over 20-30 members.
Unless your playing in pub servers 24/7, like you probably do, then you can have as many members as you wish.

btw gameserver? if your talking about a 24/7 server then it would cost them some money and the most ppl in cs2d are to young for this.

edit: i think the most ppl here who answered could be good leaders but a very important thing is that you need much time to be a good leader.
