MAP to BSP should also be in there...
as for scripts, cs does not use lua, you can download some custom made mods like amx and stuff.
Steam Library > All Games > Tools > Dedicated Server
Copy the Server-IP > CS 1.6 > Console > connect server ip

You probably don't have public ip, which means you cannot host a server, whatever you'd do, because people won't see it.
Go to start->run->type in: cmd->type in: ipconfig->Write here what's your IP under: Ip Adress in Local network.
I'll tell you if it's open or not.
If it's closed, you won't be able to host a server, which means you'd have to buy a hosting server.

That means you got CS 1.6 illegally.
Steam CS 1.6 updates automatically and thus have no official manual patches.
Therefore, don't bother trying to host a server. Cracked servers hardly ever show up.
KimKat has writtenYou could just buy a copy of Counter-Strike at a game store and install with Steam and there you go. Why bother with complicated not-so-updated stuff? it's easy to create a server. I even have two Steam accounts, it's cheap to get Counter-Strike.

Go get CS1.6 on a store and activate it wit the CD-Key
Or ask your parents to use their CC if you want cheaper stuff on Steam
