Goto the sys folder and find the file
bans.lst

rcon bans The first result of you finding the name of the player would be when he/she joined.

Do you mean save the name of who has banned on a file?
One way of knowing who is banned is copy his usgn,
And add it to:
http://www.unrealsoftware.de/profile.php?userid=(his id)
xxx banned by yyy
Contact the script owner to find where the logs are stored or if they log actions or not.
