not exactly

megavideo/upload is a bad example, but most websites require a huge case to get it shut down...

if sopa gets passed websites can get shut down without a trial...worse yet, your isp will monitor your internet actions (not just log)

If you're going to send a file from your PC to another PC at another place...

NO INTERNET:
1. Go outside and ride a taxi.
2. Wait until you reach that place.
3. Open the PC then put the files there.
4. Go outside and ride another taxi.
5. Wait until you reach home.

WITH INTERNET:
1. Walk towards your PC and open it.
2. Upload the files into a File Hosting website.
3. Send the download link.

Not only Unreal S, some/all of the forums.

That is a load of bullshit, UnrealSoftware is located in Europe. It will be totally unaffected unless the UN decide that America is baus and let them control the entire internet, in which case it most probably will not be affected anyway since all illegal stuff is removed the second it is seen.
