512MB Ram... Are you talking about a VPS?
VPS in most of the cases is not good for game hosting.
Anyways, you can host like 2 servers with that, depending if you use scripts or not.

CS2D servers don't need a dedicated server, you could probably get 3 servers -> of one of those could be a construction or a zombie server.
I probably wouldn't push it since the download speed as well as upload speed is pretty low.

It depends on the game, in this case: a dedicated server would be nice, but not required.
3D games such as halo ce, cs 1.6, gmod, etc, all need a dedicated server minimum to run smoothly.
