That is in options. In 'More' tab.
Check
'hud_red'
'hud_green'
'hud_blue'
There is also an option to change menu color for server browser, options menu and such, in that area.
'menu_red'
'menu_green'
'menu_blue'
TLDR;
In order :
Go to 'Options' Go to 'More' Now find
'hud_red' 'hud_green' 'hud_blue' 1
