The screen looks normal to me. Note that CS2D is designed for low resolutions. Most graphics will look blurry if you use high resolutions. 
DC: He probably means Steam Icons? They are actually look a bit distorted. Maybe due to because of the change with mipmapping?
Edit: Yeah, it looks like image mipmapping is fucked up for low res icons.

Gaios: PC Specifications?This could be NVidia manager settings, they allow to pass lower quality textures to be written into GPU.
I already notice the pattern as all the textures that are passing 32*32 resolution gets blurred.
Flag and small icons does seem to look fine.

By the way, this is unrelated to this thread, he meant profile pictures in scoreboard, which is fixed currently.
