Lol? As many de_ maps show, bombs already have been allowed for ages. Are you talking of the bombs Terrorists have to plant and Counter-Terrorists have to defuse or are you talking of other bombs?
Also what does this poll option mean:

decreased? The bomb timer standard is 35 seconds, so you can't talk of a decrease.


Well, if the topic is the bomb timer, read this:
By the way, you already can manipulate the timer of the bomb if you have control over the server.
Options > More > Server > mp_c4timer
Type in the time (in seconds) you want and click Apply to apply this setting.
Only on very small or very big map you should change it, otherwise you are quite happy with the standard setting as most de_ maps are designed for the standard 35 seconds bomb timer.
