It's tread without topic...
Of course, I never made as in DC's guide. Many people doesn't have any problems from start...
Your case is nothing special.
One thing is that small kids first run cs2d.exe and then dedicaded server, wrong!
You should make server first, then you IP will be sent to USGN server list, so only after USGN get your server IP you have to run cs2d.exe (Then you can see it on the list)
