go to cmyip.com, and check your ip, remember it.
then go to www.usgn.de, click servers, then check if your ip is there
For my server, i have to wait like 10 min - 40 min
But, you can give your IP to someone then tell them to connect with IP (go to here to check your IP http://www.usgn.de/ip)
Remember If your IP not on http://www.usgn.de/servers.php or http://cs2d.com/servers.php then your server is DOWN, try to restart dedicated server many times then it should work now
. I have no idea if it doesn't work server problems are caused by missing/wrong router port forwarding or firewall setup in nearly all cases! so check this stuff first!

also make sure that there is NO firewall blocking cs2d. possible firewalls are for example:
windows firewall additional software firewall(s) router firewall 1
