And it says that the steam servers are busy, because the steam servers are busy. Leave it at that. You can't fix anything unless you hack into the steam server and lock it onto your IP address as a 'VIP' to make it listen for yours above all others. Try hack that.

there are 2 things that are possible...
1. was mentioned by DannyDeth
2. you downlaoded som steam crack/hack shit which allows you to have all steamgames in your account. to bad that not All games are downloadable... and now guess which kind of error appears ?

Just buy the damn game and if you cannot then simply forget the game.
