I just do everything in photoshop
QuirZ has written
1st . Paint ( for the basic )
2nd . Photoshop ( for colouring )
3rd . GIMP 2.6 ( For the Shade )

First I dont use Paint because its a little annoying and its too simple
I use Photoshop because it has that RGB tool on the right side and its easily for me to colour that way, and a lot of Photoshop tools that I know to use, like layers (by example, one layer for mag, one layer for acog), filters, etc

Once I installed Gimp, but I didnt understand its interface so I stopped using it

Check out my skins that I made only with Photoshop:

I'm the total opposite of you. I use GIMP. Just GIMP.

In Photoshop, everything confuses me.

Well, I don't make skins very often nor do I upload them, but I reccomend Paint.NET and The GIMP, I use both of them often ( mainly becasue Paint.NET doesn't natively run on Linux and I spend more time on Linux than in Windows ).

EDIT: Sorry, here is URL for paint.NET, the BBCode parser is getting the URL wrong:
EDIT2: FOR GODS SAKES! Damn BBcode!
get.paint.net
fo there ^|^

I use normal paint, on every windows computer
The shading i do like this

There is no secret -.-'
Just get a colour, and make it darker or lighter to get nice shading effects, you have to have some creativity aswell, and ideas
Edit: Simple makes it easyer to use..
It has no button you must click and then 5min later you found it!
It is easy, simple and it looks very good!

I used to do this, but now I use GIMP, since I use it for sigs and desktop backgrounds and stuff, I'm used to it.

Only Paint, due to its simplicity and its easy to make right amount of shade on each part of the skin, as on other programs you can't. You can see that every good shaded and lightened skin is made with Paint.

I do use "Photo Filtre" for renders but thats just about it, its useful to me due to its noise and masque.
