Is this what people are coming to? Is it so hard to look in the 'Controls' option?
Press Z to speak in-game.
You can't "speak" in CS2D - which means, you can't talk, yes, with voice not letters.
Elfing, you just need a program called "game booster" - it suggests any software needed for professional gaming, including teamspeak3, which allows you to speak in any game. You can set any button you want, or make that your mic is always active ;d
You can change the controls by clicking Options at main menu, you will see the Say/Chat function being occupied by the "Z"-key just replace it with the "Y"-key and you're good to go.
If you talk about ingame voice, then simply use TeamSpeak or other voice software that enables you to voicechat. There is also VOIP software out there, you can use Skype for example to play a game and voicechat simultaneously with your buddy.
