English Remove Spawn?

Ok, wasnt sure how to title this (so dont hate on that part)

So in 1.9 I know there is the feature to spawn in a game if you join the server and the game just started. I was wondering if it is possible to remove this feature because during games someone will get killed, leave, re-connect, and respawn.

Im just wondering...

Start CS2D > New Game > More Settings > mp_postspawn > "X" Seconds. After X seconds you have to wait before you respawn. (Standard Gamemode only)

just lower the value to make this stupid rejoin action less annoying (something from 0 to 15 secs should be cool, depending on map size). you could also write a little Lua script to protect against stupid re-join trolls.
