This might not work, but is worth a try:

Create a dedicated "Cheater's server", which attract hackers online trying to "find a good time" and goof around with hacks vs hacks.

Rather than a dedicated "non-cheater server", which acts as a hack magnet since there are so many non-hackers on it.

This would only require one server room, and would free up the number of hack attacks overall on all other setvers.
