If you cannot open a port (bcs of only cable exists) call your provider, and tell him numbers. I don't understand you at all. Do you mean your server is always in Lan state and nobody join your server?
The most probably 
sv_lan is set to 1 in your server which prevent other people to join or seeing in the serverlist. Set to 0 instead!
Oh,also, there is a faq link for that, it won't hurt anybody to read it http://www.cs2d.com/faq.php?show=net_noentry#net_noentry. So u have to forward ports search in google in about which router u have and start to doing like this DC Admin

Yes, wrong router settings (no proper portforwarding) and/or missing firewall rules. It's all covered by the FAQ and thousands of threads. It's the most common problem when hosting a server. Its Hard Im ne ed tutorial If you got a router, goto 127.0.0.1 or localhost to set it. Done and Now?
Im waiting to s etting local host Go to and look about the firewall rules. You can find out how to in the manual of the router.
