1. you have a background
2. you have a picture and copy it to the background image
3. you have created the names with microsoft word...

Just some program like Gimp or Photoshop, I think. That's the easiest and best way to do it (easier than any Gif Animator, really )
oh and bizzl i dont care about those frames and programs anyway we better stop cuz i am feeling that soon they'l close this topic (we maked much wich is not for here)

Of Course can Gimp make Frames!
If you save your Image as a GIF-Animation, every Layer is saved as a frame. RTFM, it's all good explained there
