FEATURES:
The greatest feature about the Windows PSPortal is the ability to change your "desktop background". Follow these instructions to go about changing your desktop:

- find or make a PNG image with the exact dimensions of 480x272
- replace win/pictures/desktop.PNG with your image
- make sure your image is named desktop.PNG

How to Install:

Unzip the zip file to the ROOT of your PSP's memory stick (the topmost folder, it has no name, it houses everything on the stick). Once unzipped, you should see a "win" folder in the root directory, along with this readme. Feel free to delete this readme. To run the Windows PSPortal, go into your Web Browser and type:
file:/win/index.html
...and you will see a familiar screen for Windows users. You will have tons of easy accessibilty to your favorite sites and basic games!

n00b tip: The ROOT folder is the topmost folder. Root means top, or the base. So, you would unzip everything to the place where you see PSP and possibly MP_ROOT. So you should see three folders: PSP, MP_ROOT, and win.

bäh the emulated crapshit makes a psp very slow...
But i saw in internet someone with emulated windows 95

but the html-xp is a solution to the emulated XP.

Actually it's as much emulated as "Pentatium" is an OS: not at all.
You won't run any windows software with it, which makes it useless.

Wasn't it a Pentium slowed down to 8MHz because XP dowsn't install on 486 and lower?

@TheRealSephiroth: No, it isnt coded in LUA. Its coded in HTML and is running in every Firmware above 2.00, including the official Sony Firmwares.

@HW: The PSP isn't running Linux

There is an app called "Bochs" in which you can emulate any OS.
It is very slow, but thats not the PSP's Hardware fault, its the fault of the programm. It is an alpha but the coder stoped working on it.
I sucessfully emulated Win95 on it, but it took 10 minutes to boot and crashed after 2 minutes using.

of course it's the hardwares fault. It's just to slow for decent emulation.
Bochs is running fine on real PCs (both Windows and Linux)

@Dicker: nope, it was afair a real 386, but they had tinkered around with the BIOS-ROM so WinXP thought it was a Pentium

Bochs is not well ported.
If someone would finish the port, i'm very sure, it would run Windows 95 with fullspeed.

The pc version of Bochs on a PII-400Mhz runs with 1.5 MIPS. Lets assume it emulates a 80486, which needs 1.9 cycles per instruction.
1.5 MIPS * 1.9 CPI = 2.85 Mhz
Since the PSP has a 333Mhz RISC processor you can lower this to 2.4 or so. Even with all optimization you can do it won't get over a 10 or 12 Mhz Emulations, which is pretty much to slow to run a decent windows (95/NT3.5 +) and some good apps or games.
Sry to smash your hope, but I don't think there ever will be a better port of Bochs
