Wouldn't that somehow defeat the purpose of rating files? Imagine browsing through the archive and only finding 3+ quality uploads, wouldn't make much sense..

A file deletion request system is what we need, for example, as soon as a certain amount of users 'reported' a file for not being worth keeping in the archive, it gets removed. Not without a moderator's allowance obviously..

I've got an idea! Files that are rated lower than 3/5 stars have 3 days before it gets automatically deleted.
A moderator is in charge of what to save, as the system will notify the moderator (and the user who uploaded the file to give him a fighting chance to make it better) of the file that is selected for deletion.
If it's been downrated (from revenge rating or something), that moderator can freeze it's deletion time to prevent the submission from being deleted.
If however the work is truly crappy, the moderator can ignore it, and instead the system will automatically delete it after 3 days because the moderator ignores it.

Actually, I got a better idea:

Until a file is rated, it stays at the top of the recently uploaded/edited/commented on list, then, when someone rates it, it drops to a stack below the most recently rated from highest to lowest (lowest rated files get pushed back several pages, and further if necessary)

A file that is already rated, but recently commented on will also show up at the top.

That way, old files that are crap will sink to the bottom of the pile and be forgotten, whereas the better submissions stay up top, near the recently uploaded where they deserve to be.

Or you could just change the ascendance of the files so you see highest rated one first.
