I honestly love this idea, because it's so annoying to see people uploading those damn craps and flooding the File Archive.
Just take heed though that for each new upload, if it's an edit, I will refuse to rate higher than 3 stars, and if it's like the "work" shown above, I will bomb it with a 1/5.

I think we, as a community, need to start creating tutorials on how to not suck at skinning/spriting.

I've got an idea! Files that are rated lower than 3/5 stars have 3 days before it gets automatically deleted.
A moderator is in charge of what to save, as the system will notify the moderator (and the user who uploaded the file to give him a fighting chance to make it better) of the file that is selected for deletion.
If it's been downrated (from revenge rating or something), that moderator can freeze it's deletion time to prevent the submission from being deleted.
If however the work is truly crappy, the moderator can ignore it, and instead the system will automatically delete it after 3 days because the moderator ignores it.
