yeah buy a domain, learn html, php and stuff like that.
ucoz is enough for clans, because there is everything you need. forum, shoutbox, guestbook, blog, and more stuff. you just need a brain and money for awesome websites.
Once you have it the way you want you can host it. If you have the money you could rent a vps or dedicated server and upload your files publicly there.
then get a free website hoster and voila.
