I don't think so, is a great program, easy as ms paint but with nice tools and a nice interface.
Mechanolith: Aren't the brush and the pencil tools? Also you can adjust contrast and brightness, all my skins are made pixel by pixel. And paint's.net interface is way more comfortable than paint's one
