Either make your own speed hack detection you can customise or deal with it. There is no other way to stop the kicking/banning. That second script you posted there is ridiculously stupid and I would NEVER recommend anyone to do this.

mp_antispeeder 0 He either means:
He does not want to ban or kick hackers.
He made a script to prevent bans but wants to do it natively.
OR
He doesn't want to be banned or kicked for using speed hacks himself.

Btw if i remember correctly this Anti-speeder command only bans you for like 5 minutes. it's not that much time, tbh.
