How i get this info? Well in video you provided the guy named "Marko El" claims he is one of the creator of the mod, furthermore in one of his videos (the very first on his channel) you can see before opening video two names, one is fapicon other is "BorderFol" as a programming credited name. It matches usgn.de search for players, but the thing is, fella is 8 years offline here, maybe fapicon can contact him i think hes a bit more active here, you just need to catch him.
