Being able to manipulate other people's settings via server is a no-go, can potentially be used for malicious intent.

Yes, but when the client press M the menu opens or Y the chat opens

you can do that in cs2d -> options -> controls

If you ask me. I think the menus like team selection, radios and chat should be able to be disabled. Of course most things except Escape menu.
