and UAC cant do that
it may be some external utility which did this stuff
thats the only explanation
try giving us a video if you can
and try again now (without hacks) it may be working

I wouldnt suggest upgrading as it wont change anything
The problem you have is probably caused by speedhack as the video doesnt shows much exposure to the whole screen
Maybe you are indirectly asking for a undetectable speedhack?
just forget it
If thats not the matter then dont change any setting and play normally for e.g. dont change the internet connection

I never heard about a similar problem in the menu before and it is really odd.
Installing a newer OS might help but it's probably not worth the try just for CS2D.
It might also (but shouldn't) be caused by a really old and crappy PC.

those are old but I dont think they should really cause any problems
