'Best' means better than all of the others, not perfection; the first FPS was the best one, until the second, and then you could have an opinion.

Fallout has shooter elements (3rd or 1st person) but they are mainly based on the skills your character has and not that much on your aiming skills. also V.A.T.S. is much more effective than shooting yourself. I really wouldn't call that an FPS!
The Elder Scrolls does not even have firearms. only bow and arrow or spells. so this is definitely no FPS!
(don't get me wrong: Fallout and the Elder Scrolls are awesome games but they are no real FPS games!)

Best RPG: TES - no comment, amazing sage of RPG Games, especially Oblivion and Skyrim.
Best FPS: Battlefield series of course. Some people may ask: Why not CoD series? You should ask yourself for that, this is crap - same engine from CoD2 to CoDXXX? No, thanks, Battlefield is much more awesome, and this engine ... Hmmm, honey and peanuts.
Actually Beta of BF3 is online, but i'll wait for final release. For now, Battlefield 1942 was most awesome.
