Go download IE9, newest version. Works great like all of them if you don't want Firefox (BlEAUGHH!!) or Chrome (AAARRGHHH!!).
IE9 is a great browser. You IE haters should try it before saying anything!
So, in effect, a webdesigner often has to make two identical pages - one tailored to standards everyone adheres to and one for the backwards people with IE.
This, of course, leads to more and more people who design webpages to actively advertise against using IE, and thus, promotes just about anything that ain`t IE for browsing. A sad example of how attempted vendorlock can go horribly awry.
More recent versions of IE had amped down on that enough to make them viable, if not particularly desirable backup browser for windows users. Though, personally, I`d rather use Lynx, if it comes to backup browsers.
The new browsers made the problems.

And at least I understand how IE works. No weird side-scroll needed to do things etc.
The original big bad browser was Netscape.
IE muscled it out of market in 1990s simply because it shipped with copies of Windows for free - and later versions became integral part of Windows that could not be removed by your average user. Noone particularly liked IE until it became a mandatory part of package Windoze came with.
So, well.. Basically, the reason IE is so widespread is that Microsoft screwed everyone over. But then again, screwing everyone over seems to be standard business politic for Microsoft.

Oh, and just for the record? Both IE and Netscape descend from earlier construct. I doubt any of you had heard of Mosaic, however.
So in fact... IE and Firefox have a relationship comparable to that of crotchety old uncle and precocious yet talented nephew.

I`ll try to explain in simple words, by the way. What I implied is that your statement of "make Windows all mad" is only applicable if you don`t know jack about computers. OS is there to provide for your needs. As such, it has no place to be "mad". A user with a reasonable grasp of computer usage&maintenance will not be stumped by a task as trivial as installing and using third-party program.
