There is no way to format PC without CD.
Perfect example of someone that should search and know the topic before posting.

So tell me how to format PC without using CD. Hm ?

Nevermind. Iam confused right now.
Thats why you have a windows cd to format
That's only if you want to just format.
Another is to download ubuntu onto a USB flash drive and tell ubuntu to format. Then you can choose to install or not.

You've got a point. But you can't completely format your PC. You're only able to format your HDD which doesn't contain and uses Windows files (system32/Win32/Windows, depending on which WinOS you have.)
Afaik, my computer has a format button that only becomes available when booting the PC (I guess it's F7).
Just use search.
Eventually, if you've got USB stick simply format it and check "Create MS-DOS start disc", reboot, load system from USB and type format (drive letter here): e.g format c:
