XoOt: It is true that his graphic card is very weak but it still can run CS2D. Its clock is MUCH higher than the one on my celeron and that should be enought. Anyway, from what I've seen, the problem is that he didn't installed the graphics driver.
As you've seen the vidcard only has 8MB of RAM, that is problably the problem why it lags. So Intel, made a system on its driver that allows the vidcard to claim RAM from the computer. So yeah, the vidcard RAM will increase after installing the drivers and that should help.
I found the driver for you. Just open and install it.(Note that I'm not responsible for any damages or something to your computer, do shit, it's your fault)
