Well I want to know...
When I open cs2d_dedicated + Counter Strike 2D
Then I press New Game then start a server.
Is that the real dedicated, which people will enter and play?
How do I use "cs2d_dedicated" properly?
Please help.

Of course the other players also can join your server if you start the game and press new game!
But they can't join if you didn't forward the UDP port 36963 to your pc. you have to do this if you have a dedicated server and if you have a normal server.

you have to setup your router and firewall. they probably block all incomming connections so that your server has no chance to work properly.
which folder
I'm talking about the place where you extracted the full cs2d game. where all the files of cs2d are...
1. get Counter-Strike 2D (www.cs2d.com/download)
2. unzip Counter-Strike 2D to a folder of your choice
3. put "cs2d_dedicated" in the same folder (extract it)
4. run "cs2d_dedicated"
do i start the dedicated server then open cs2d and creat a game?
the server runs as long as the exe file runs. however you don't see or hear anything when you use a dedicated server. that is normal and intended (otherwise you wouldn't need a dedicated server at all..)
if you want to play on your own server on your own pc you should use the cs2d client and new game -> start
Okay here is how it goes. Put the file in the CS2D root folder. You start CS2D normaly, press new game and choose what you want n stuff. Confiure the server how u want. Now start the server. Then quite the game, quit cs2d. Now start up dedicated_cs2d.exe or whatever. It will show your server loading in the console. Once it is done the server will run normaly. You can then start cs2d up and go play on it.
NOTE: DO NOT X OUT OF THE CONSOLE.
