No, no.
He meant if Rockstar Games registers "GTA" name, turning it to GTA®. The name "GTA" would be a registered mark, so only Rockstar would use it and it would be illegal to others use "GTA" for their games.
But Rockstar didn't register it. So we're all free to use "GTA" to mods.
But illegal is to create a new Grand Theft Auto (a game, not a mod) without Rockstar's permission. Understand?

here is the newest version but there is NO map!
but that not so hard to create by your one..
if you got a nice one... send it to me and maybe i'll add it in the newest version! (and in the credits of course)
why I made no map? because i'm working on a "secret"mod...
