when the crosshair is normal it's green
when on an ememy or shooting an enemy it is red?
and when you reload there's a time sand thing ?(old watch/sand watch?)

You can't configure the colors. They're relics from the old CS2D in which you put your aimer over the opponent and they change colors.

You have to edit them to your own favorite style.

Why it isn't still in the newest version ?

Because of the introduction of ping maybe. It'll just be freaking useless if your aimer says "YOU'RE AIMING DIRECTLY AT YOUR OPPONENT" but you won't hit.
