There are anti-cheat systems, it's just that certain servers do not enable anti-cheat, hence you see cheaters here and there.

I'd like to see blink daggers (like in DotA 2 with the cooldown) make their way into cs2d. It could make for some pretty interesting gunfights and shotgun kills. 
Blink daggers don't even qualify as weapons they're more like tools... You slash with it and you teleport to where you clicked. Its like an instant portal gun.
