The ISP on the image is Tattelecom, which is an ISP for Tatarstan, which is in Russia. If it were real it would say "slower than 99% of RU", and if it were slower than 99% of Russia the speed would not be into the three digit numbers. It's fake all right.

I have no idea whether that's fast. Torrents and anime streaming is fine so I couldn't care less.
(Tho I'm interested if it's not slow as a certain person always tells me that I have sh*t-net)

Note: I use USB-Tethering with my Phone. I usally get results about 30mbps downrate.
ohaz: I think it increments for each test. Subtracting one or ten returns a different ISP and server entirely, so it seems like a different person.
