Dr4g0n has been revenge rating my files because we told him that his files are not good and I told him to learn English.

revenge rating is COMPLETELY IMPOSSIBLE. because all you can do is NOT LIKING an upload. giving no like. that's nothing really bad at all. nothing ANYONE should care about. nothing I will waste my time with.

what you can do is revenge commenting but I don't really care about this.

what can you do about it? not much. just 3 things you should consider:

don't comment other files in a negative way (always constructive criticism) - this way nobody is mad about you and nobody has a reason for revenge of any kind (BEST OPTION!)

disable comments for your files if you can't live with bad comments. you can be sure that there will always be an idiot who writes crappy shit comments.

do not upload files at all (WORST OPTION!)

And revenge rating as already said is impossible since the rating system is sadly gone. That fixed lots of problems such as revenge rating and rating whores, but i still miss it.
