@ dns: Go join random happy town/role play servers. Copy/paste the tiles and there you have it, your very own town tileset.

Search for a tileset called "druglab",it have everything you want.

Some degree of skill in pixel art

If you have all of the above, you should be able to make a new tileset in no time.
