Okay, but I think he want to play more games example CoD or GTA, not only CS2D. So buy min. 512 mb vidcard. Its enough and not expensive.

A 8800 GT is enough for GTA and COD on low settings

But the problem is not in the settings, I was playing CS2D, and very well, with each of 49 fps, and still play, only spent about 5 minutes to get fps lag. I've played CS 1.6, GTA Vice City and Fifa 08 computer withoth lag (but with bad graphics settings)

I used the DirectX Diagnostic Tool (dxdiag) and saw that use DirectX 9.0
I took advantage and went until the section named 'Display':

Get a better PC, seriously. There are good gaming PC's for 200-600€ out there. That's enough for CS2D and much, MUCH more.
