no idea, but actually I don't think winamp is made for hosting shoutcasts. It can only receive them, like every other media player.
If you want nullsofts shoutcast sever, go to the page cs 2d freak gave you, click on "be a server" and follow the instructions.
If you don't understand something ask here or in the nullsoft forums (link should be somewhere on the page)
