first, you need to create a forum and portal page like this. then, you need to find guys like Yates. Mix all of them in something then BAM!

@ commanderdean: You could buy a domain and then use Joomla or similar CMS (Content Management System) to create a base of a forum and community. Most of these CMS are designed to be easy to use and very customizable, however if you want to create your own CMS it would of course require technical and programming or scripting knowledge.
